These two internal functions in cli-module-translations were never
imported by any production code. Remove them along with their tests.

The test expected the org plugin's main entry point to have no
TranslationRef exports, but the promotion changes now export
orgTranslationRef from the stable entry point. Update the test to
verify that only the TranslationRef is extracted while non-TranslationRef
exports are still ignored.

The bin scripts already had the full runCliModule logic for the production
path. Inline the same pattern for local dev and drop the intermediate
src/cli.ts files that just duplicated it.
