Jeremy Guarini ac25a0f577 When using GCS for the techdocs storage and not setting the GOOGLE_APPLICATION_CREDENTIALS environment variable, authentication and accessing the bucket fails due to the project ID not being found. 
Relevant log output

techdocs error from GCS client library: Unable to detect a Project Id in the current environment.
```

By adding the projectID when initializing the Storage client, this should fix the issue. This current approach expects the project_id to be in the json credentials, which it usually is.

Another option would be to re-add the app-config projectID value back and allow users to specify the projectID that way as well.

Patrick Jungermann f9bb6aa0aa feat(msgraph): add userExpand config option 
Previously, the `userExpand` option was added
to the config schema, but not read or passed.

This change will fully implement `userExpand`
and additionally. making it work with
`userGroupMember[...]` options.

Patrick Jungermann 34af86517c feat(bitbucket): ensure apiBaseUrl, replace hardcoded cases 
Ensure presence of apiBaseUrl for bitbucket
integrations for both cases Bitbucket Cloud and
Bitbucket Server by setting the default for
Bitbucket Server at the integration config, too.

Replace hardcoded uses of the default apiBaseUrl
with the use of the integration config's value.

Nicolas Arnold d6deb5e440 Set timeout for scaffolder octokit client 
If a client fails to contact github (or the network connectivity is bad), there is no reasonible timeout for the Octokit client.

This change here adds a default timeout of 60 seconds
