Crevil e2d7b76f43 Upgrade git-url-parse to 12.0.0

This change upgrades git-url-parse to 12.0.0. This is a major upgrade but it
changes nothing to our usage.

Motivation for upgrade is transitively upgrading parse-url which is vulnerable
to several CVEs detected by Snyk.

TechDocs Storage API

The default setup of TechDocs assumes that your documentation is accessed by reading a page with the format of <storageUrl>/<entity kind>/<entity namespace>/<entity name>. This can be configured by implementing a new techdocs storage API.
