Add a check in the Okta auth provider initialization that ensures
the provided audience is an absolute URL with an http(s) scheme,
and throws a descriptive error if not.

Export createRateLimitMiddleware from @backstage/backend-defaults/httpRouter ( #32789 )

When attempting to follow the directions in the [docs to customize the HTTP router](https://backstage.io/docs/backend-system/core-services/http-router/#configuring-the-service ), I found that I could not follow them because `createRateLimitMiddleware` was not exported as the code suggested it should be. This patch exports it.

refactor(ui): remove never-typed ghost props from useDefinition ownProps
...
Replace the ChildrenProps intersection approach with ResolveBgProps,
which transforms the base type so that only the relevant children
variant exists in the final type. Provider components get
childrenWithBgProvider (with children Omit'd), non-providers pass
through unchanged — no more optional never properties showing up
in autocomplete.
